HEPUI Partnership with NPF
The HEPUI NGO under the Leadership of AIG. Steven A. Aiyewumi (Late) as Grand Patron and E. M. Agbor, as Chairman has designed a Home Security Laboratory (HSL), to aid security departments with authoritative data that will enable them forecast insecurity that may confront Nigeria in the nearest future.
Accordingly, the initiative had approached the Nigeria Police Force (NPF) in the regime of IGP Usman Alkali Baba (retd) on 22nd of June, 2021 with Ref No: HEPUI/P-L001 to include a Home Security Laboratory (HSL) into the Nigeria Police Force program and on the 23rd of June, 2021 the IGP gave the assurance of his professional courtesy on the subject matter with Ref. No: CQ:6000 /IGP.SEC/ABJ/VOL.327/253.
In furtherance, of the proposal to include Home Security Laboratory (HSL) into the Nigeria Police Force program the initiative sent a reminder letter to the Office of the Inspector General of Police (IGP) on 8th of December, 2021 with Ref. No: HEPUI/P-L002, and IGP. Usman Alkali Baba (retd) who is always responsive to administrative files issued the assurances of his highest regards on 10th December, 2021 with Ref. No: CQ:6000 /IGP.SEC/ABJ/VOL.331/121.
In the light of the above, the Deputy Inspector General of Police (DIG), Department of Training and Development (DTD) directed CP. Abduyari S. Lafia DTD (as he was then was) to carry out a research on the subject matter and advice the force. On the 8th August 2022 the Commissioner of Police (CP) – DTD invited the initiative to discuss issues in furtherance of the proposal with Ref. No: CQ:6000/ERDC/DTD/FHQ/ABJ/VOL.4337. Home Security Laboratory (HSL) was view by that intelligent officer AIG. Abduyari S. Lafia as a security program that can be of use in the area of research and statistics. The chairman of the initiative E. M. Agbor who explain that HSL is a product of Terrorism Prevention Act 2011, Terrorism Prevention (Amendment) Act 2013, Policy Framework and National Action Plan for Preventing and Countering Violent Extremism 1st August, 2016, A 3-Day Conflict Prevention and Peace Building Workshop for Civil Society Organization (CSO) held in Kaduna on 15th August, 2017 etc.
HSL is a concept formulated to aid civilians and security personnel collect security data using Neighbour Assessment Tool (NAT) Template and run security analysis using Literary Security X-Ray and use Emergency Management Mode to manage insecurity.
And on 4th April, 2023 the initiative having experienced delayed implored the IGP to re-visit the proposal with Ref. No: HEPUI/P-L003 and on 6th April, 2023 our usual proactive and responsive IGP. Usman Alkali Baba (retd) gave the assurances of his highest consideration on the subject matter.
2nd July 2024 appears to be rising grace for the initiative as the organization was invited by CP. Rashid B. Afegbua, psc, mnips, with reference number CQ: 6000/E-RDC/DTD/FHQ/ABJ/VOL.15/913 on the directive of the Deputy Inspector General of Police, Department of Training and Development, Force Headquarters, Abuja to deliberate on the proposal to train seventy police facilitators on HSL program and on the 9th October, 2024 the IGP. Kayode Adeolu Egetokun NPM, PhD convey his approval with reference number CQ:6000 /IGP.SEC/ABJ/VOL.360/190.
The Heroes and Heroines of Peace and Unity Initiative [HEPUI] NGO had obtained the consent of the Nigeria Police Force to train seventy (70) police facilitators on Home Security Laboratory (HSL) Program, on the 9th of October, 2024
The workshop which is scheduled for seventy police facilitators aim at training the trainer who would cascade the concept of Home Security Laboratory (HSL) Program to the force.
