Introduction
Retirement Resiliency Program
The Retirement Resiliency Program (RRP): Ensuring National Heroes Are Not Forgotten
The Retirement Resiliency Program (RRP) is a visionary initiative designed to be championed by international development agencies, civil society organizations, non-governmental organizations, academic institutions, and national counter-terrorism stakeholders. Its core objective is to offer serving security personnel a sense of Retired Voluntary Insurance (RVI)—instilling in them a mindset of “retirement with dignity” by providing tangible support for both retired officers and the families of those who made the ultimate sacrifice in service to the nation.
This initiative is driven by the Heroes and Heroines of Peace and Unity Initiative (HEPUI), whose passion is to ensure that public servants—especially those in uniformed and security services—feel valued by society. The program communicates a powerful message: patriotism will not go unrewarded, and the nation stands with its defenders both during and after their service.
Why This Program Matters
In Nigeria, many public servants spend 30–35 years in service, often residing in rented or government housing, only to retire into uncertainty—with limited opportunities, insufficient pensions, and little societal support. This reality not only diminishes morale but also contributes to broader insecurity. When officers lack hope for life after service, it weakens their sense of national duty, leading some to compromise integrity and national interests under pressure or personal need.
The “end in mind” philosophy embraced by the RRP posits that positive expectations inspire positive behavior. When individuals see that the nation and society care for their future, they are more likely to serve with dedication, sincerity, and unity—across ethnic and religious divides.
What the Retirement Resiliency Program Offers
Welfare support for retired officers and families of fallen heroes
Public-private partnerships to raise funds for post-service care
National recognition and honor for service members
Platforms for retirees to contribute their expertise to national, corporate, and global development discussions
A Call for Strategic Partnerships
HEPUI calls on counter-terrorism agencies, foreign aid donors, civil society organizations, development institutions, and global partners to support the Retirement Resiliency Program by:
Opening channels for welfare funding
Co-creating sustainable support systems for retired personnel
Tapping into the valuable experience of our national heroes for peacebuilding, policymaking, and crisis resolution
Together, let us serve those who served us
FOCUS OF THE RETIREMENT RESILIENCY PROGRAMME
To exploit retired officers’ wealth of experience on critical local, national and international issues. To raise funds to support retired officers’ welfare, shelter, health etc who are on demand.
